Draft Pedestrian Access and Mobility Plan (PAMP)
Council is seeking community feedback on the draft Pedestrian Access and Mobility Plan (PAMP). The Public Consultation period will commence on 15 February 2012 and go until 14 March 2012.
What is a PAMP?
A PAMP is a plan that seeks to encourage pedestrians by removing or ameliorating barriers to walking. It identifies key routes between trip attractors such as shops and schools and looks at the directness, safeness, comfort and attractiveness of the route for all users groups including those that are most vulnerable.
What is its Purpose?
The purpose is to direct future funding applications, civil works and ensure that other projects which intersect with the PAMP consider pedestrians and do not have a negative effect on their access.
Does the PAMP apply to Mosman or particular areas in Mosman?
The PAMP focuses on Spit and Mosman Junction business centres and the ridge along Military Road and Spit Road leading to Cremorne Junction and Parriwi Road respectively. These areas have the highest pedestrian usage and therefore the limited funding was used to examine them in detail. The generic recommendations may also be applied to other areas in Mosman.
How was the draft PAMP developed?
The draft PAMP was developed using collected pedestrian data, feedback from pedestrians and assessment of trip generators and individual routes.
Who has been involved in its development?
Council hired consultants Clouston and Associates to undertake the PAMP in conjunction with GTA consultants. The draft was assessed by Council Officers with input from the Active Transport Working Group and Community Services staff.
What are some examples of recommendations in the draft PAMP?
- Generic recommendations to deal with obstacles on the footpath such as street trees and bus shelter;
- Pedestrian refuges at numerous locations including Almora Street/Military Road and Gladstone Avenue/Belmont Road;
- Increasing phasing time for pedestrians, for example at Spit Road/Ourimbah Road and Spit Road/Awaba Street;
- Upgrade pram ramps at a number of locations including Vista Street/Art Gallery Way;
- General improvements to pavement surfaces in numerous locations; and
- Future concepts for pedestrian movements including circumferential laneway concept around Spit Junction which relies on private property development.
Is there funding for the works recommended in the draft PAMP?
The PAMP will be used for future funding applications and budget allocation as appropriate. In some cases the works will be subject to Local Traffic Committee or RTA approval or may rely on private property development.

What happens next?
